I – INTRODUCTION

THE MAIN OBJECT OF SOCIAL WELFARE DEPARTMENT IS UPLIFTMENT OF POOR S.Cs .

AND DEVELOPMENT OF THEIR CHILDRENS

OBJECTIVES:-

III. ACTIVITIES/SCHEMES & STATUS AS ON DASTE

I. WELFARE HOSTELS:-

Govt. has taken over the then Private management hostels and established throughout the state to provide free educational facilities to SCs from 3rd to 10th class.

Eligibilitiy: Poor children form SC families whose income is Rs. 24000/-. Orphans and destitute who are above 5 kms distance from the hostel
No. of hostels in the district (102), Govt. buildings (65), Private buildings (37) and (74) Boys (25) Girls and (3) Andndanilayams. About (7220) childrens are staying these hostels.
Facilities: Mess charges for 3rd to 7th class Rs. 475/-. 8th to 10th class Rs. 535/- Free supply of NT books, Note books, 4 pairs uniforms & Bedsheets, Carpets Every year stationery, Plates & Glasses supplied. Trunk boxes every 5 years supplied only. Cosmetic charges Rs. 75/- for adolescent Girls, Rs. 55/- for lower classes and Rs. 50/- for all boys.
Special coaching for 8th ,9th and 10tha class boarders; by appointing tutor in English, Maths, Science and Hindi in hostels and by providing study material to the students, getting excellent results in 10th class. During 2010-11 achieved 91% and stood State first.
The SW hostels are not only minimizing the dropouts especially from weaker section children but also promoting them to collegiate/Universities education to enjoy the extended benefits of the Government. For all details please visit http://swhostels.cgg.gov.in site.

II. EDUCATION: Development of SCs through education

1. Post Matric Scholarships: To sanction scholarships to all eligible SC College students for Inter, Degree, Polytechnic, Engineering, MBBS, P.G,. and Paramedical courses. Income limit Rs. 2,00,000/- (i)Reimbursement of Tuition fee (RTF) (as fixed by the Universities Affiliated) vide G.O.Ms.No. 60 SW (Edn.-2)Deptl., dt.27-9-2011 (ii) Sanction of maintenance charges (MTF) (Different for different course)
- Revolution in sanction of Scholarships through e-pass To curtail the middle management and to curb the ineligibles, Govt. have introduced e-pass system for effective an immediate payment of scholarships. This is unique throughout the country.
- The maintenance charges (MTF) are directly credited into the students bank accounts through this system.
- About (407) Colleges (14708) Renewal students are (16394)fresh students are getting benefited under the Post Matric Scholarships.

2. SW College Hostels: (13) hostels are functioning at the following places for the students coming from far off places.

3. Corporate College Education: Under this scheme, 10th passed meritorious SC students are being admitted in reputed residential colleges and creating opportunities for admission in IIT, AIEEE etc.,
- Eligibility: Hostlers, Govt. School students, Residential schools and KGBVS.
- Rs. 35,000/- plus Rs. 3,000/- pocket money is being sanctioned (5) no corporate colleges ( ) students are studying.
4. Pre-matric Scholarships:
i) Best Available School Scheme: The objective is to impart education to the children of poorest of the poor among SC families in Best Available Schools on par with other children extending same facilities .
- __________________Eligibility: Families of Agriculture labour whose income is Rs. 18000/- per annum , Orphans, Destitute, Jogins and Bonded labour childrens.
- __________________Rs. 20,000/- per annum per child being sanctioned providing free boarding NT & Note books, Uniform, Shoes etc., every year .
- __________________(500) No. of children studying 1st to 10th class in following Best Available Schools.
ii) Pre-Matric Scholarships to children those who engaged in unclean occupation.
- To sanction scholarships to the children of scavengers, Flayers, Tanners and indulged in other unclean occupations as derived by the Govt.of India.
- Eligibility: 1st to 10th Govt. and recognized school students : A certificate issued by the competent authority (Tahsildar in Mandal, Muncipality Commissioner in urban confirming the unclean occupation, irrespective of caste and No. income limit.
- Rates of Scholarship for 10 months Hostels: III to VIII Rs. 300/- p.m. 600/- Adhoc grant p.a. IX to X Rs. 375/- p.m. Day Scholar: I to V Rs. 40/- p.m. 500/- Adhoc grant p.a. VI to VIII Rs. 50/- p.m. IX & X Rs. 75/- p.m.

III. INCENTIVES TO INTER CASTE MARRIED COUPLE::

To promote marriages with other castes people in order to bring social reforms
Eligibility: One of the spouse is should belongs to SC within SC sub caste also eligible marriage should be performed in Registration office only.
Incentive Rs. 50,000/- w.e.f. 12-05-2011 as per G.O.Ms. No. 33 SW (PCR) Dept. 12-05-2011 and certificate (previously it was Rs. 10000/-)
About (200) couples are going to avail the incentives.

IV. FINANCIAL ASSISTANCE TO SC ADVOCATES:

In order to mold the SC advocate has experts in their profession to increase the job opportunities and best professionals Government has introduce the scheme. Every year (8) such graduates are selected

Eligibility: SC Law Graduates and should be member in Bar council
Income limit is Rs. 24000/- p.a.
Committee constitute with Dist. Collector, Dist. Judge, Joint Collect and Joint Direct (SW) will be select the candidates.
Stipend of Rs. 1000/- p.m. and Rs. 585/- enrollment fee and Rs. 6000/- for furniture and books will be sanction.
Selected candidates will be given training for 3 years in Civil And Criminal proceedings in different courts.

V. PCR Act 1955 AND POA Act 1985 :

To protect the Rights of the SC/STs and to prevent atrocities against the SCs/STs Govt. have enacted many Acts. The recommendation of Sri Punnaiah, Retired Justice are also being implemented through Revenue Dept., Police Dept. Relief Rehabitations arrangement are being made to the victims. Besides that a separate courts also functioning in the cadre of Addl. Sessions Judge for instant justice to the victims of SCs/STs.

All these issues are being reviewed every quarter under the chairmanship of Dist. Collector with Revenue officials, Police officials and Judiciary persons.
Divisional Level Muncipality, Mandal Level Committees have been constituted to monitor and reports.
Civil Rights is being observed on 30th of every month in one village of every Mandal as per scheduled proposed by the Dist. Collector. The Tahsildar, MPDO, SHO and other Mandal level officers are participating in the meeting to redress the grievance of the SC/ST people.

VI. Allotment of House sites to weaker sections:

The scheme is being implemented by Collectorate an required budget is being released through the Department.

Maintenance of SW hostels

To improve the performance of the HWOs in order to streamline functioning of the hostels, the constituency and Mandal special officers are conducting surprise inspections every month and disciplinary action is being taken against the delinquents.

Education

In Jagtial division with the best efforts of the RDO & ASWO Jagtial special coaching is being provided to boarders of all SC/BC/ST hostels by retired Govt. teachers. Education with discipline is inculcated among the boarders thereby.
